Members of the House of Representatives were in shock on Wednesday when the Auditor – General of the Federation, Mr. Anthony Ayine, disclosed that over two years after the Treasury Single Account policy came into operation , it had not been audited.

He also claimed not to be aware of the amount of funds so far deposited into the account since his office had not done due diligence on it .

Ayine had appeared before an ad hoc committee of the House , which is investigating the operations of the TSA since it was inaugurated in 2015.

The committee said an estimated N 4 . 2 tn had so far been transferred into the TSA , which is domiciled in the Central Bank of Nigeria .

The committee is chaired by a member of the All Progressives Congress from Kano State, Mr. Abubakar Nuhu .

The AGF quickly admitted blame before the lawmakers , saying that it was an “ omission” for his office not to have audited the TSA over the last two years.

In the absence of the audit , Ayine stated that his office had not produced a report on the status of the TSA.

However , he reminded the lawmakers that he met the situation like that when he resumed duties about seven months ago.

He added that his first step was to review the situation and immediately put plans in place to carry out the audit .

Ayine added , “ For TSA , we have not actually carried out any performance audit directly . After my review (of the situation), I asked why there was no audit of the TSA and I was told it was an ongoing programme , but I knew that there is the need to carry it out.

“ Not carrying it out was an omission and it was wrong because the circle of audit is for preceding year and we have had two years for TSA now .

“ Since I noticed that no performance audit was done , I gave the directive that it should be carried out three weeks ago. ”

When the committee asked a specific question about the N 4 . 2 tn , the AGF replied that he could not confirm it without an audit being done first .

“ Not quite (sure ); I need to , as an auditor , to have verifiable evidence before me to be categorical in my response .

“ I need to have documents relating (to the transfers ). ”

But , the Office of the Accountant – General of the Federation praised the TSA policy , saying that it had impacted positively on the economy by monitoring the flow of funds within Ministries , Departments and Agencies of government .

The Director (Funds) , Mr. Alexander Adeyemi , who spoke for the AGOF’ s office , explained how the TSA had reduced pressure on the Consolidated Revenue Fund by over N 4 bn monthly .

“ With this , there is fund to carry out activities of MDAs because payments are no longer authorised until due diligence is carried out and verified on projects , ” Adeyemi added .

The director advised the committee to seek further details from the CBN.

But , efforts by the committee to get information on the N 1 . 65tn said to be the inflow into the sub – account of the Nigerian National Petroleum Corporation in the TSA , yielded no results.

The director simply replied that his office did not have any data on the NNPC .

“ The information on this inflow is not available to the AGOF’ because it is not available in the treasury .

“ The committee may want to ask the NNPC and the CBN to provide the information ” , he told lawmakers .

However , he informed members that whenever there were differences in figures between Remita and the AGOF , the matter would be resolved through the reconciliation of the figures.

The members were unhappy that the GMD of the NNPC, Dr . Maikanti Baru , who had been invited for the session , stayed away .

The committee threatened to use “constitutional powers ” vested in the House to compel attendance by the GMD if he failed to provide information on the corporation ’ s TSA transactions.

The umbrella body for cattle breeders in the country, Miyetti Allah Cattle Breeders Association of Nigeria, has berated the recent quit notice served on its members in Benue State, describing it as useless and uncalled for.

The General Secretary of the organisation, Alhaji Baba Ngelzarma, said that the development was part of the attempts by miscreants and troublemakers to sow tension and confusion with the sole aim of looting, calling on members in Benue not to obey the directive.

The coalition of Middle Belt youths, under the aegis of the Middle Belt Renaissance Forum, had asked herdsmen to vacate the region before October 1, 2017.

In a statement signed by the group’s convener, Jones Alfa, the youths had warned that there would be dire consequences if the order was not obeyed.

While reacting to the matter, Ngelzarma said, “The Fulani society is a productive one in the country that contributes to the general protein need of the people by providing milk, meat and chicken livestock. Therefore, they are not parasites. They are productive and contribute to the overall Gross Domestic Product of the country.

“Our members should be law-abiding, but not obey the quit notice because as far as we are concerned, it is useless.”

Also, the Adamawa State chapter of the association said that it was opposed to any call asking Fulani herdsmen to leave any part of Nigeria, maintaining that they had inalienable rights as citizens.

It urged members not to leave the state, saying its leadership at the national level would handle the issue.

The Chairman of MACBAN in the state, Alhaji Jaoji Isa, said, “The call is rather misplaced. No single group can ask another to leave its land because we are all Nigerians. We all have rights to live anywhere.

“So this call is very wrong and we urge the Federal Government to do something about this discrimination against Fulani herdsmen by various groups.”

Efforts to reach head of the group in Taraba State were not successful as calls put to his telephone lines did not go through.

He had yet to respond to a text message sent to his line as of the time of filing this report.

Also reacting to the new quit notice order by youths in the Middle Belt, the Benue State coordinator of MACBAN, Alhaji Garus Gololo, stated that no one could intimidate herdsmen in any part of the country.

Gololo said the October 1 ultimatum given to Fulani herdsmen to leave the region was “not only useless but nonsensical,” adding that the group had no constitutional right to issue such a directive.

He called on the Federal Government to urgently commence an investigation into the activities of the group, alleging that they were out to foment trouble.

He said, “The quit notice is a miscarriage of thought and priority. The constitution of Nigeria allows freedom of movement and living in any part of the country, so we are not going to be intimidated by the order.”

Meanwhile, the Public Relations Officer of Middle Belt Renaissance Forum, Jerry Ochada, on Friday said the group would force the Fulani herdsmen to vacate the region at the expiration of the quit notice on October 1.

Ochada, who spoke to one of our correspondents on the telephone, said the quit notice was not a threat but a “real talk”, which they would effect “by fire, by force.”

He said, “Fulani herdsmen have caused the region so much pain, agony and loss; therefore, they must go by October 1 and if they refuse to leave by that date, the Middle Belt Renaissance Forum will converge and take a drastic action that would not be palatable to them.”

When asked what manner of action the group planned to take if they (herdsmen) do not leave, Ochada added, “They must leave and if they refuse, we will drive them out by fire, by force.”

He described the larger population of those following him as touts and hoodlums who do not have any meaningful venture occupying their minds but violence and riotous lifestyle.

According to him, nobody is marginalising Igbo people, we are the ones marginalising ourselves because of the kind of Igbo leaders who have represented us and are still doing so till date.

“We are the causes of our problems; Nnamdi Kanu is using his so-called IPOB to siphon money from different categories of Nigerians; most of the people working with him are touts and unemployed youths and the likes; I believe in one Nigeria; Igbo are not marginalised; we are the ones marginalising ourselves”. He stressed.

Manchester City manager, Pep Guardiola believes it will do a lot of good, if the summer transfer window closes before the start of a new season.

The transfer sagas still raging on in Europe are causing headaches for clubs, with Coutinho , Van Dijk and Dembele of Dortmund, to mention a few, still making the waves.

And speaking from his own perspective, Guardiola believes closing the window before the start of a season will do a lot of good.

“It would be nice,” he told Sky Sports. “We would start the season with the squad that we would work with until the winter window. Everything would be quicker, less speculation.

“The managers and the clubs would work quicker and not wait for the deadline, the last moment, the last second. So I think it would be better.”

Meanwhile, he does not relish the fact that his side have to tackle Everton in the Premier League’s final match of the weekend.

He said: “I don’t like to play on Monday, the last game, when everybody is done and you play. I don’t like that, but it is what it is.

“I’m considering an opponent like Everton will be tough but I expect a good game – and to win the game, of course.”

A lecturer in the Department of Chemical Engineering, University of Ilorin, Dr. Jamiu Adeniran, has won the sum of N1.5m research grant to address the challenges posed by pollutants from airtight environments.

According to the winner, researches have shown that pollutants from cooking, deodorants and even air conditioners, among others, negatively affect human lives as they remain indoors, and particularly poorly ventilated environments, for several weeks and months in some instances.

Adeniran’s grant will enable him to work on a research that will make use of waste agricultural products to produce absorbents and absorption units towards purifying indoor air in homes, offices and cars.

According to the Prof. Ayo Ogunye, the sponsor of the research work, Adeniran was selected after a rigorous selection processes.

Speaking at a cheque presentation event, held at the Senate Chamber of the University of Lagos, the Chairman of the research grant committee, Prof. Oluwole Familoni, expressed the optimism that the research output will be beneficial to humanity.

Familoni said his committee had advertised for the programme widely, calling for young researchers in the field of Chemical Engineering whose innovation can be addressed with about N1.5 m.

Speaking on the motivation behind the setting up of the chair, Ogunye said he was concerned about how to impact the nation’s engineering sector through the use of research.

Ogunye, who was the pioneer Head of the Department of Chemical Engineering at the University of Lagos and the institution’s first Professor of Chemical Engineering, had in the 1990s donated his retirement benefits of N333,370 and his pension entitlements, earned since 1995, to endow the chair.

According to Familoni, through the support of Ogunye’s friends and former students, the fund has today grown to N73m. He added that Ogunye is willing to ensure the money increases to more than N80m to fund more researches.

Nigerian President Muhammadu Buhari will work from home after rodents damaged his official office during a more than 100-day overseas medical absence, a presidential spokesman told AFP Tuesday.

The animals damaged furniture and air conditioning fittings in the president’s official Abuja office while he was in London receiving treatment, his media adviser Garba Shehu confirmed.

“These are also general works and it is not uncommon for Nigerian presidents to also work from the presidential villa. He has used the residential office for many years,” said Shehu.

“What is important is that the job gets done. Whether he does it from his bedroom or his sitting room or his anteroom — it does not matter. Let the job be done. And the job will be done,” Shehu told the Arise News broadcaster.

Shehu was unable to confirm what type of rodent was responsible for the damage, which occurred during the president’s prolonged absence for an undisclosed medical condition.

“I do not have that level of detail,” he said, adding that it was unclear how long the refurbishment would last.

During his time away, tensions surfaced back home, where calls grew for him to either return or resign.

The Nigerian leader met with his security chiefs at his official residence on Tuesday, ordering them to deal with threats to the unity of the country.

In the weeks before Buhari left for London on May 7, he also worked from the presidential residence — missing cabinet meetings and having official documents transported to him.

Rumours about his health have dogged Buhari even before he came to power in May 2015. He rejected claims during the election that he was critically ill from prostate cancer.

Buhari did not address his absence or medical situation when he addressed the nation on television on Monday, instead talking about separatism, crime, terrorism and the economy in his first speech since returning.

In an official letter to parliament on Monday relieving Vice President Yemi Osinbajo of his duties as acting head of state, Buhari described his trip as a “medical follow-up”.

Clashes between protesters calling on Buhari to return from his recent lengthy absence and the presidents’ defenders erupted in Abuja last week.

He first travelled to London in June last year for what aides said was a persistent inner ear infection, returning in January for check-ups, according to his office.

The health of Nigeria’s president is a sensitive issue. President Umaru Musa Yar’Adua died in office in 2010 from a long-standing, but previously undisclosed, kidney complaint.

The Economic and Financial Crimes Commission might be beaming its searchlight on the activities of internet fraudsters following the loss of about N127 billion to them.

The Nigerian Communications Commission (NCC) says Nigeria currently ranks third globally in cyber crimes behind the UK and the U.S.

NCC’s Chief Executive Officer, Prof. Umar Danbatta, disclosed this on Tuesday at the ongoing 2017 Annual General Conference of the Nigerian Bar Association in Lagos.

The News Agency of Nigeria reports that the conference’ theme is: “African Business: Penetrating through Institution Building”.

Danbatta, at a breakout session with the sub-theme: “The Business of Cyber Law, Internet Policy and Privacy Rights”, moderated by Mr. Augustine Alegeh (SAN) a former NBA President, said the number of internet users in Nigeria has hit 91.6 million.

“About N127 billion was the estimated loss to cyber crime in Nigeria in 2015; Nigeria ranks third in global internet crimes behind the UK and U.S.

“A critical factor militating against Africa’s economic resurgence is the weakness of its institutions.

“Nigeria ranks 169 out of 199 on the World Bank’s ease of doing business rankings; we are in a middle of a revolution and the rise of what we call the networked society.

“The NCC stipulates the laws of engagement that will make the cyberspace safe and ensure the confidence as well as the safety of the cyberspace,” Danbatta, a panelist, said.

“There are benefits and risks of the use of cyberspace and both have to be properly managed.”

France international forward Antoine Griezmann was handed a two-game ban by the Spanish Football Federation on Wednesday after he was sent off at the weekend for insulting the referee.

The 26-year-old was dismissed during Atletico Madrid’s 2-2 draw at Gerona on Saturday during the opening weekend of the La Liga season.

He also received a 600-euro ($700) fine, while Atletico were penalised 700 euros. Both have the right to appeal their sanctions.

Griezmann will miss league matches against Las Palmas on Saturday and Valencia on September 9.

He was shown a straight red card an hour into Saturday’s match after insulting the referee for not awarding a penalty in his favour. He later apologised.

Real Madrid centre-back Sergio Ramos has also been handed a one-match ban after he was sent off for two yellow cards in the European and Spanish champions’ 3-0 win at Deportivo La Coruna on Sunday.

And Argentine Ever Banega was hit with a two-match suspension after the midfielder was also sent off for insulting the referee during Sevilla’s 1-1 draw with Espanyol on Saturday.

Yvonne Orji went further to speak about her career as an actress, adding that her parents, like most Nigerian parents, wanted her to be a doctor.

She did it, and is promoting abstinence until marriage.
